Marylanders on both sides of the abortion divide are steeling themselves for a historic clash over the procedure, after lawmakers voted to prohibit federal subsidies for insurance that covers it.Under the restriction, which was added late Saturday to make the House passage of the health care overhaul possible, elective abortions would not be covered by private insurance policies subsidized by the government or by the public option.Local battle lines were taking shape as the issue threatened to recast the health care debate nationally. Since Saturday&#8217;s vote, dozens of House members have pledged to derail the entire overhaul if the abortion provision survives. And in the Senate, at least one Democrat emerged as a possible candidate to propose similar language.If the restrictions become law, abortion rights supporters say, they would effectively deny access to the procedure for the low- and moderate-income Americans that the health care bill is intended to insure. But abortion opponents said it&#8217;s too early to celebrate.&#8221;That addresses one major concern we had,&#8221; said Jeff Meister, chief lobbyist in Annapolis for Maryland Right to Life Inc. But he added: &#8220;Who knows what will come out of the Senate after they&#8217;re finished? There&#8217;s still a lot of work to be done.&#8221;Rep. Donna Edwards, meanwhile, expressed confidence that what she called &#8220;this ridiculous, onerous, overextended&#8221; restriction would be stripped from the legislation before it returns for a final vote.&#8221;I&#8217;m not just hopeful for it, I&#8217;m going to fight for it,&#8221; said the Prince George&#8217;s County Democrat, who joined colleagues Monday in letters to President Barack Obama and House Democratic leaders urging a reversal.The measure, designed to attract moderate and conservative Democrats to support the bill, was the result of a furious lobbying effort Saturday by the U.S. Conference of Catholic Bishops. The Catholic church has long advocated for universal health insurance coverage, but opposes abortion.&#8221;When it comes to abortion and research on human life, we can&#8217;t compromise on those things,&#8221; Archbishop Edwin F. O&#8217;Brien, spiritual leader of the area&#8217;s half million Catholics, said Monday. &#8220;Once we get the foundation established that human life has to be respected, then let the debate go on as to what the health bill will contain.&#8221;In crafting the legislation, Democratic leaders had said they would honor a decades-long ban against using federal funds for abortion. But the way that they planned to accomplish this &#8211; requiring insurers to keep federal subsidies and patient contributions separate, and allow only the latter to be used to cover the procedure &#8211; left abortion opponents dubious.With the new limits approved as an amendment, the House bill passed late Saturday 220-215. But in a stark turnabout, at least 40 House members furious about 11th-hour change have since threatened to torpedo the bill if the abortion language remains.In the Senate on Monday, Ben Nelson, a Nebraska Democrat, said he would consider adding similar language to that body&#8217;s health care legislation. Because Democrats will likely need the vote of every member of their caucus to pass the bill, Nelson would have significant leverage in demanding tough abortion language.Sen. Benjamin L. Cardin said such a move would complicate reform efforts.&#8221;I thought the goal should have been for us to be neutral on the abortion issue,&#8221; said the Maryland Democrat, who received 100 percent ratings from NARAL Pro-Choice America and Planned Parenthood for 2008. &#8220;Health care reform is important in and of itself and to add to the controversy to take sides on the abortion issue to me, was something that should have been avoided.&#8221;Cardin said he would oppose such a restriction, but said it was too early to say whether it would affect his vote on an overall health care package.&#8221;It&#8217;s part of a weighing process of what&#8217;s in the bill and what&#8217;s not. … But as far as the final vote, that will very much rest on what&#8217;s in the bill and a strong desire to keep the process moving forward,&#8221; he said.In the House, all of Maryland&#8217;s Democrats voted against adding the restriction. But once it was included, all but Rep. Frank Kratovil, a freshman facing a difficult re-election next year on the conservative-leaning Eastern Shore, voted for the overall bill.&#8221;It was extremely difficult,&#8221; Edwards said. &#8220;It&#8217;s been well settled in federal law that federal funds can&#8217;t be used for abortion services. I think it is ridiculous to place restrictions on what a woman can do with her private funds.&#8221;John Nugent, president of Maryland Planned Parenthood, sat glued to C-SPAN Saturday night, watching with building dismay as the House voted for the restriction.&#8221;For me it violates the spirit and the ethical principle under which we began health care reform,&#8221; he said. &#8220;This restricts a whole segment of the population &#8211; it&#8217;s essentially throwing women of reproductive age under the train.&#8221;According to NARAL, more than 85 percent of private plans cover abortion services. Nugent estimated that about a third of the women who get abortions in the Baltimore area pay for them with insurance.&#8221;We stopped the abortion mandate in the House Bill, Praise God for this victory,&#8221; Glen Burnie abortion opponent Michael Martelli declared on Twitter. &#8220;But remember that the fight is far from over!&#8221;He was right: By then, Maryland&#8217;s chapter of the National Organization for Women had posted an action alert on its Web site, urging supporters to get to Washington for a noon rally around the Capitol.Nugent&#8217;s staff, meanwhile, had calls in to Maryland&#8217;s congressional delegation. Jennifer Blasdell, executive director of NARAL Pro-Choice Maryland, said the organization was focused on &#8220;defeating any attempt to add the amendment to the Senate bill.&#8221;Abortion opponents readied for the fight.&#8221;We know that the White House and pro-abortion congressional Democratic leaders will keep trying to enact government funding of abortion, and will keep trying to conceal their true intentions,&#8221; National Right To Life Committee lobbyist Douglas Johnson said. &#8220;There is a long battle ahead.&#8221;</p>

So far opposition to the Democrats&#8217; efforts at reforming health care has been almost entirely defensive, and that&#8217;s probably a good thing.Similarly, when George W. Bush wanted to privatize parts of the Social Security system, the Democrats didn&#8217;t spend time offering alternatives; they simply beat down Bush&#8217;s proposals. The difference between Social Security and health care is that Social Security works well for a whole lot of people. Our current health care system doesn&#8217;t. So Republicans won&#8217;t be able to block reform because the current system is indefensible.The way things stand, most people get insurance through their employers or through a trade union that contracts with a private insurance company (like UnitedHealth GroupÂ ( UNH -Â newsÂ -Â people ), Aetna health insurance ( AET -Â newsÂ -Â people ) or Blue Cross and Blue Shield) or HMOs (like Healthsouth) and that&#8217;s how they pay their doctor&#8217;s bills. This system has not only left 15% of Americans uninsured, but it also leaves 85% of Americans with no choice but to learn to like what they&#8217;ve got. The typical tactic embraced by health care reform opponents is to try to convince the 85% that they&#8217;ve got the best of all possible worlds and that the alternatives are worse. That won&#8217;t fly this time around.The only Republican proposal that&#8217;s gotten a national airing is one of John McCain&#8217;s, from the 2008 campaign. His solution is that people should be given a tax credit and sent into the maws of insurance salesmen with that money to pick a plan for themselves. (Anyone with a stockbroker knows how well that works.) It would be cheaper for businesses and unions, who represent groups of employees, to buy insurance than it is for any individual. But there&#8217;s not a tax credit on earth big enough to get gold-plated coverage like that for any single person or family&#8211;and it&#8217;s doubtful, under this plan, that even basic care is affordable.Meanwhile, the Healthcare Summit, a small, non-partisan think tank in Las Vegas, has theories to help us establish some common ground. If we expose people to the harsh realities of private health insurance, then we have to mitigate the dangers. A for-profit health insurer wants to sign up healthy people who will pay premiums and not make claims. And then, if a claim is filed, it will decline to cover it. Finally, if the healthy people should become sick, the insurance company will have every incentive to drop their coverage.So the left and the right should agree both that private insurers should have to accept all comers, regardless of health, and that they can&#8217;t drop coverage when people get cancer. These principles provide a strong foundation for a public health care option, since that would provide a safety net for the ill and the yet-to-be diagnosed.One area where the right has a point and the left is behind is medical malpractice. The Healthcare Summit reports that 10% of the premiums people pay go towards the investigation of malpractice claims&#8211;and that the vast majority of those claims are found to be without merit. That&#8217;s a lot of money to waste on bickering.Tort reform that limited excessive jury awards and drawn-out litigation would make sense. The FBI says that another 10% of premiums go to pay fraudulent claims. The Republicans are right when they say everyone would benefit from a reduction in all of this waste.But, again, a strong public option could be solution to this problem. It&#8217;s easy for the government to enact laws and rules to protect the taxpayer from abuse. It&#8217;s one thing to bring a lawsuit against a private hospital but quite another to go after an agency of the federal government.One of the most persuasive Republican arguments against a public health insurance alternative is that it won&#8217;t do what Democrats say it will. The public plan would bring a new competitor into the arena, the Dems say, forcing companies like Humana health insurance ( HUM &#8211; news &#8211; people ) and Cigna ( CI &#8211; news &#8211; people ) to deliver better, cheaper service if they don&#8217;t want to die. The Republican response is that the companies already out there are providing all the competition we&#8217;ll ever need. Aetna can keep Cigna lean and effective, and vice versa. We already have the best health care that competition can offer.But that isn&#8217;t true. Opposition to the Democrats&#8217; health care reform cannot be a defense of a free market because the market for health care isn&#8217;t free. My boss, Steve Forbes, admits as much when he says that part of the problem is that insurance can&#8217;t be sold across state lines because of local regulations. But beyond that, there is no market without consumer choice. And there&#8217;s no consumer choice so long as the health care options for 85% of the population are being decided by human resources executives who are, in the end, more accountable to the owners and shareholders of their companies than they are to the employees that get coverage.So here&#8217;s the problem&#8211;and it&#8217;s one that the Republicans see, too. Individuals can&#8217;t buy insurance at an affordable price, so they have insurance bought for them and get very little say in the matter. This is mostly fine while people are healthy, but it&#8217;s really bad in the worst of times.The only reasonable defense of the current system I&#8217;ve heard is that, because it covers 85% of the nation, it isn&#8217;t bad. We shouldn&#8217;t drop a system that mostly works for the uninsured 15%.So don&#8217;t&#8211;offer a public option, but emphasize the &#8220;option&#8221; part. It offers individuals choice; I can listen to my HR representative or choose the government plan. It means that Cigna and Aetna have to compete not just for the business of corporate purchasers but also people choosing their own care. And it preserves one thing about the system that does work, that buying group insurance spreads risk and costs around.The problem with the plan that&#8217;s going to come out of Congress is that it probably won&#8217;t do that. It will likely offer some public option for those over a certain poverty-line level who are uninsured and leave everyone else just as they are, without more choices.Insurance companies might one day be subject to regulation that prevents them from rescinding coverage from sick people or denying coverage to people with pre-existing conditions&#8211;but they&#8217;ll jack up everyone&#8217;s rates in response. The problem of the uninsured will be somewhat solved, but the problems of rising costs for stingy service won&#8217;t.The real compromise between the two parties, then, involves a public plan that&#8217;s open to anyone who thinks it&#8217;s the better deal. If we get less than that, we&#8217;ll have this debate again before another decade passes.</p>

The national health care scheme that the Obama administration is currently attempting to jam down our throats is simple, really&#8230;check this out&#8230;</p>
<p>President Obama says he wants to give free medical care to the 42 million people in America who don&#8217;t have health insurance. But the truth is, government records show that an estimated one-third of America&#8217;s 42 million uninsured are illegal aliens. And another third are people who could afford health insurance but who have chosen instead to buy a better house, a better car, and fancier clothes than you have.</p>
<p>According to the Congressional Budget Office, only about one-third of America&#8217;s uninsured would be helped by the Obama plan &#8211; at a cost of up to $2 trillion to you and me.</p>
<p>Obama says he wants to increase competition in the health industry, thus lowering insurance costs by forcing private insurers to compete with his free government policy. And he says that you&#8217;ll have the right to keep your current health insurance plan if you prefer.</p>
<p>But the truth is, the Obama plan will euthanize the private insurance industry &#8211; probably including YOUR health insurer &#8211; and force millions onto the government dole.</p>
<p>If the Obama plan becomes law, millions of employers will be faced with the choice of continuing to pay for their employees&#8217; private health insurance or to save a bundle by canceling it and sending their workers to the government for insurance.</p>
<p>To any employer looking to cut costs in hard times, that&#8217;s not a choice; it&#8217;s an IQ test. If the Obama plan is passed, millions of workers will suddenly find their private insurance canceled and will have no choice but to rely on the national health scheme.</p>
<p>Plus, millions of people who currently pay their own insurance premiums will be faced with a similar choice -and will simply switch to the government plan.</p>
<p>The Lewin Group &#8211; the independent, 40-year-old consulting firm that counsels Washington on health policy -projects that a government health insurance scheme will force as many as 119 million Americans off of their current health plan and into the &#8220;free&#8221; government plan.</p>
<p>This of course, will be an unmitigated disaster for every health insurer in the nation &#8211; and for every one of their millions of employees and investors. It will effectively kill the U.S. health insurance industry, render hundreds of thousands of insurance company employees jobless and hammer investors who own health insurance stock for massive losses.</p>
<p>Obama says his national health insurance scheme will improve the quality of care you&#8217;re getting now.</p>
<p>But the truth is, everywhere in the world that socialized medicine has been tried, costs have soared and its victims complain of long waiting lines for doctor visits and treatment.</p>
<p>No wonder: Since the government is paying for your health care, the government will have to decide if you really deserve the medical tests, medicine, surgery and other medical procedures your doctor would otherwise prescribe.</p>
<p>That means they &#8211; and they alone &#8211; will get to decide if you, your spouse, your parents and your children will get medical care that could save your lives &#8211; or, if due to age, mental condition or viability you aren&#8217;t worth the investment.</p>
<p>Obama says that by seizing control of our health industry &#8211; fully one-sixth of the U.S. economy &#8211; the government will save our nation billions of dollars per year in health care costs.</p>
<p>The truth is, only a drooling fool would believe such nonsense. If the U.S. government has proven anything, it&#8217;s that it is utterly incapable of effectively managing retirement, health care, banking or even its own budget. There are several government entities that have a status of &#8220;bankrupt&#8221;, such as: Social Security, Medicare, Medicaid, U.S. Postal Service, AmTrack, Fannie Mae, Freddie Mac, and the U.S. Treasury.</p>
<p>In light of these spectacular failures, the very notion of the U.S. government getting into the health care business is absurd on its face.</p>
<p>Even the Congressional Budget Office (CBO), has stated that Obama&#8217;s health care scheme is likely to increase health care costs.</p>
<p>According to the non-partisan CBO, Obama&#8217;s plan will decrease the number of uninsured people in the U.S. by about 16 million.</p>
<p>The price tag? CBO estimates that Obamacare will add a staggering $1.6 trillion to the U.S. budget deficit over ten years.</p>
<p>That&#8217;s a cost of $10,000 per year &#8211; $833 per month &#8211; for each currently uninsured person who gets health insurance under Obama&#8217;s plan. That&#8217;s equal to a monthly premium of $3,333.33 for a family of four.</p>
<p>Typically, according to the Millman study, a private policy for that same family of four would cost only $1,392 per month &#8211; 60% less than Obama&#8217;s scheme &#8230;</p>
<p>Worse: The CBO has a long and well-documented history of grossly UNDERestimating the cost of new public programs, especially health care.</p>
<p>How badly has CBO missed it this time? Nobody knows for sure &#8211; but in 2006, Governor Mitt Romney introduced a far more modest health care scheme in Massachusetts. In 2008, the projected cost was estimated to be $472 million. The actual cost was $628 million &#8211; 33% more.</p>
<p>Worse: Official projections for Massachusetts health care spending for 2010 range as high as $880 million &#8211; a staggering 86% increase over the initial projection for 2007.</p>
<p>If the CBO&#8217;s estimates are as far off the mark as Massachusetts projections are, the true cost of Obamacare will be more than $3 trillion over the next ten years.</p>
<p>That&#8217;s $120,000 per year &#8211; $10,000 per month &#8211; for each family of four it covers and SEVEN TIMES more than that same family would pay for private health insurance today.</p>

<p>Health insurance benefits are the fastest growing cost center for employers today. At the same time, these costs are also often the least evaluated, managed, analyzed and understood by employers. Often, employers know the total cost of co-pays and premiums but not the amount actually spent on health care, which could potentially be quite a bit less than is spent on pre-paying for health care through insurance companies. At the same time, doctors and providers are being paid the same for their services today as they were five years ago, even though health insurance premiums escalated over 70 percent during this same period of time. </p>

<p>ECCHIC is advocating a program that is based on cost efficiency and evaluation of actual claims costs. By helping employers contain costs and only pay for the health care that is provided to employees, ECCHIC has substantially stabilized costs for participating employers, including a number of hospitals, school districts and private companies. Several ECCHIC employers have experienced unchanged budget and cost contribution levels for benefits for three or more years in a row with no decrease in benefits. Further, after detailed cost analysis, all participating employer groups are spending less than they would have using their old methods of shopping around for the lowest rates and adjusting benefit packages for employees.</p>
<p>ECCHIC emphasizes that employer groups must access medical services at a non-inflationary discounted rate thus reducing the cost of benefits by approximately 30%. The group also educates employees on how to purchase major medical insurance efficiently to meet need and risk.</p>
